It would stop you from being able to mix and match the effects with other outfits.Alternatively, SE could look into making certain sets have VFX as a 'set effect', so if you equip/glam the full normal mode set, you get the VFX, same with Savage set. But if you were to, for example, glam the normal mode boots onto the Savage rest-of-the-set, the set effect gets disabled and you have the appearance of the full set, but without the VFX
