Thanks for noticing, I was incredibly proud of getting Demi-Ozma back then but that was before my condition worsened. Its also worth noting that dying in that battle does not cause the whole team to wipe. **i also wouldn't feel my achievement was worsened if Demi-Ozma wasn't the reward.Considering that there are disabled players who are able to successfully tackle Savage while the content is current, how about:

Content gets its assigned rewards, some of which are intended to be visual representations of content the player has completed. Those who want that specific reward need to do that specific content.
According to Lodestone, you were able to get Demi-Ozma. If you can get that, you'll be able to get the Axolotl at some point in the future along with the dyeable gear.
Just to be clear, I'm not trying to say it's a skill issue on your part. I know different types of disabilities create different limitations (being disabled myself). But I don't feel turning special rewards into generic rewards is the right approach.

But I get your point about visual representations of content completion. The Demi-Phoinix seemed a decent reward choice for P4S given you fight that bird in P3S.
Putting a mount like the axolotl behind something more relevant like ocean fishing does not worsen its value or make it generic.

I am trying to figure out where this assurance that the axolotl mount comes from Savage? There's nothing I can find that provides a definitive link and there are other places it could come from. It could be a mount from the Island that unlocks only after you hit the new max level just like the Garlond GL-II was. It could also come from the V&C Dungeons set to come out with patch 6.45 as rewards for those were also shown off in the live letter.
Eventually, the raid will get old and it'll be unsynced and done solo like the Stormblood raids are now. This is what most people who don't want to raid for it do when it gets old.
If you can accept a medium challenge, you can do it one or two tiers after it's old, where item levels have made it easier but still require certain mechanics to be done in a party.
In other news, there is no technical debt from 1.0.

Mao can not raids. Mao's condition makes very tough for Mao to even play regular game. Havings said that, Mao is not upset that is glams and mounts that Mao can not get. Raiders should has special treats for clearings the hardest contents in game.

They look like those people in Guild Wars 2 who only use the reflective armor and make themselves as shiny as possible. They are the visual equivalent of a child screaming for attention.

Yeah, that's really the only reason I haven't put more effort into clearing one. I'd like to, but the weapon design just doesnt really do anything for me.
That's the big thing. Here, prog this for 70+ hours, and your reward is some ugly ass weapon. It's like the last tier. I had zero drive to do raid content because of the stupid sonic ring portal on the back of the armor or the dorky flames on the shoulders.
I remember when the first CC pvp set came out, and I said it looked overdesigned and reddit shit a chicken.

I understand how you feel. It is frustrating for me too. The axolotl is the first mount I have been excited for since the ARR Extreme horses. Just unlucky this time around is all. I accept that.They are getting a reward for it, great ilvl gear and titles and the ability to actually enjoy the content.
But yeah i get what you mean. Its not exactly something easy to rule a line and I don't really expect them to.
I suppose its just frustrating that they advertise things like the axolotl in a live letter, a fun light hearted mount riding on the island, only to later reveal its completely inaccessible if you can't do savages.
It would be rough on players who worked hard to get these things only for it to be now available from elsewhere, I wouldn't really want that to happen. It'd just be nice if heading forward they'd considered keeping future mounts like the axolotl to more accessible things.
