So are people generally okay with this being a ranked only and possibly time limited reward? This feels more like a pvp relic upgrade that has a time exclusive component. Like it doesn't feel exclusive enough when the ranked rewards can give full sets of armor and sometimes decent mounts.

I think it's more bad than good. I understand the need to incentivize people to play ranked, as it's really not a very popular mode compared to casual. Exclusive rewards however, only incentivize win trading and other forms of cheating. If SE were committed to properly policing ranked to crack down on win trading, those using "client assisting modifications", or other forms of cheating, it would be one thing. However, SE has made it abundantly clear that they are more than happy to look the other way and pretend these things aren't a problem. Which I understand their reasoning for, at least for not wanting to add anti-cheat to the game, and I actually agree with this. But if SE isn't going to take cleaning up cheating seriously, then there should not be timed exclusive rewards in the game mode.

The reward isn't exclusive though. You can get the weapon at any time in the future. And you don't even need to be a top 100 player so win-trading will not stop you either. This is a net positive imo.

Not much of a loss, weapons don't look that cool, the people who do care about them will just use third party programs to apply them in Gpose. Not worth wasting time inhaling the cheeto dust and sweat of ranked CC for.

I dunno. There are a hundred pve Weapons that look better and do not require praying to the Gods before every match.

(aka: getting competent team mates, no cheaters in your or the enemy team, not having a completely unranked/new person in your last match before plat and so on.)
