Can't log into the game getting this error when trying to launch

Whenever I try to log in, I get this random Japanese error, I can't understand Japanese so i have no idea what to do.

It seems to work whenever I run the game using DX9 instead of DX11

What Platform? (Steam/Windows/Mac etc.)
Error messages received:
Wired or WIFI connection?
Are there other programs being used when running FFXIV?
When the disconnect occurs/How often?
Does this only happen to one character or all characters?
