The downside would be , quite possibly, that SQE would look to make much more cash shop only items and probably make the most popular shop category items outrageously expensive to recoup costs because they wouldn't with just subs alone.

Agreed. All duties from now on should be fully voice-acted as well as more and more cut scenes, especially those related to normal and alliance raids, should be voiced as well.
There's no excuse whatsoever to not make this a reality, and especially not an economic one.
Dungeons and other duties are filled with great text and all of it should be voiced for a greater experience. I recall the defense systems of Alzadaal's Legacy, for instance, going haywire, yet it just doesn't feel the same without a voice attached to it.
Even the MSQ doesn't have full voice acting, it's clearly something they still have to ration out which is unsurprising given the amount of text and the fact the game supports 6 languages (Chinese and Korean versions are also voiced). The amount of VO has increased every expansion. I do appreciate them sparing the effort to do voices for raid bosses and for an important scene outside the MSQ and would certainly like to see more but VO will always be a constraint, I think.
Voice acting is expensive. And since we all know, that SQEX is a smol indie company, i doubt, that they will spend the money for it.So I was surprised that the last cutscene in the Pandaemonium raid ending was fully voiced and as far as I can remember this is the 2nd time theyve done so throughout the whole game, with the 1st being the last cutscene in Binding Coils in ARR (complete with cgi cutscene, which I sorely miss seeing in this game besides the trailers).
This shouldnt be an issue with SE at this point because they have the funds needed for doing this. Could we please start seeing voice overs for the raid series come 7.0?

You do realize another reason the msq isnt fully voiced is to reflect the various sidequests/changes each person does right? Like in 3.1 with Heavensward Y'shtola mentions who recruited the wol. It was unvoiced because depending on where you start, the person and place changes and to voice that three times would take resources from the other voiced scenes. They already need to voice scenes several times over for the he/she gender and if any short scene is mentioned for other sidequests and also depending what choice you make when the wol "talks".
Then...voice them too? Don't know what is so hard about that. Sure it's more work but seriously i don't think the voice actors would complain about more work. And we don't have that many branching paths that are influenced by our past decisions, lol. They are really really rare. So it's not like every scene has thousand different options like you want to paint it here. They are maybe a couple not even a dozen. SWtoR managed to voice literally EVERYTHING, so SE could step up and make at least all their main content voiced. Nobody is asking for every little quest to be fully voiced but at least a bit more effort would be appreciated.
And honestly the often underpaid and disregarded and outright ignored voiceactors kinda deserve more work and attention.
Im just saiyan, they seem to be confident enough in their budget for this game. And im sure theyre probably using that for 7.0 and the graphical updates but hopefully they start implementing more VAs in optional content more
They cant.(that is if they intend to keep the same voice actors)

VA=more dev time and more $, for each VA'd segment they have to do 6 languages. Sure they could throw money at it, but its still a business, put in as little as you can for as much as you can make, so to them would adding more VA actually bring in more players?... Unlikely enough to cover costs...
