Yes, you should. Since seraph is a new server.
So, if you transfer, you will have 90 days of that road buff with the transfered character. Or, if you were to create a new character there, that one would retain that road buff for as long as the server's status doesn't change.

Road to 80 is applied to you if it is either a Preferred World or a New World. They are both treated in a similar way for this buff.
It is applied when it is a new character or a transferred character as a way to get you to make a character on that world, because they consider that world to be underpopulated compared to the others.
In other news, there is no technical debt from 1.0.
