After Garuda, it will be available to you.

I have done the low level Ifrit a few times. I have done Darkhold several times and a few of the others for af quests for me and others.

Then mini Garuda should be enough. Mini Garuda requires mini Ifrit, which you have done.

Ok, thank you. That answers a completely unrelated question about GC quest progression, and also does sorta confirm that yeah, you most likely need to do mini-garuda.
