JP has always been xenophobic, them not listening to NA is no real shock to me imo
I feel your pain, but I've tried to file reports for both bugs and on what I'm 99% sure was a bot (it was running into the wall, the whole match I'd respawn/teleport and sure enough still there) and I can say that it doesn't do much if anything, also I'd say filing a report is more analogous to filing a lawsuit than filing taxes neither are fun but one has a guaranteed result, best of luck on your endeavors

there was a paladin on my team one or two daily FLs with 0 on his stats only noticed at the end on the scoreboard so he was clearly there for something?
most of my third place in FL is either rng on some node spawns or people not caring to cap nodes/lack of communication/joined only for the exp
or all of the above but mostly the latter
Ops annoyance mirrors my own back when i used to play unrated epic battlegrounds in retail wow(same as the FL maps but not with 72 people)
and aye folks joining for the experience(or anything else) with little to no participation is annoying
mere 250 points for a third place when it looked both enemy teams were attacking us from two locations
and yet i am curious about one thing is it RNG to get one bad group like my example then log a different character queue the daily FL and get a different team?
and are they the sort of players that do this behaviour the same ones"cheesing" CT raids?

Most of the PvP issues stemming from community could be fixed by hiring a proper regional team to moderate it, but apparently everything has to go through their small taskforce that is probably like 2 JP guys looking at massive amount of reports.
i can agree with tome farming as i do it too but the issue is the people not participating to capture nodes/or anything else and one team gains an early point advantage
its either a lack of communications or just not being fast enough
i had very few first place wins that happened because the enemy team we were zerging/taking their nodes were hesitating/had no coordination same as most of my third place teams did
third place would be good if said teams atleast ended with a decent score not under 500 or 250 as it happened in yesterdays daily FL
tho i really doubt the paladin with 0 damage done and most of his stats being damage taken from the opposite is there for the tomes more like to get exp for afking
yet i have only seen that guy 1 or 2 times in frontlines
i think atleast trying/participation should give you the exp/tomes not a few folks running at the enemy teams giving them BH or points
also why are a few of my 3rd place games where 1 of the enemy team acts and plays like a premade on voice chat?including ganking and taking most of the nodes
thought there is ranked/rated pvp for coordinated teams
this is not that annoying to me but still it happens

The real problem with frontlines is that people are only queueing into it for the experience/tomes. Nobody is playing front lines for fun, especially not 1/3 of the time when it's shatter.
I don't play front lines, and I love playing PvP until its 4 in the morning in the majority of games that offer it. There is nothing fun about FFXIV PvP in its current state, no rewards worth grinding out. So, they take the fun out of the equation, and they have no rewards that we actually care about. 0 + 0 = 0. No incentive for us PvPers to play it. Now, it would be fun if individual plays could shift the outcome of a game - That doesn't work in frontlines unless you're doing call outs or you're running a 4 man dark knight premade. Personally, I don't find blasting people to death with 4 dark knights fun.
Going in reverse order: there is no pre-made, ranked mode for Frontlines as there is with CC, however you can still queue with a limited number of people. In any case, even if you queued solo, if you had one or more friends you could still end up in the same match. If you were all in Discord then you would definitely have an advantage in order to coordinate . If people are feeding or not participating then there is (a) the option to kick (which may or may not go through- I have seen both happen) or (b) the option to report. The advantage of FL is that contribution is very visible and tracked - which, in theory, should help with reports. Being there for experience or tomes has nothing to do with not contributing, that's just justifying selfishness/laziness. (NOTE: I'm clearly not talking about anyone new to FL here)
There is definitely a segment there for experience and tomes- where I would disagree is on the number of those players who have no consideration for the other players in the instance. What I would propose is having a minimum threshold for contribution in order to get rewards. It should not be possible to die multiple times, do no damage to other players or objects (where applicable) and do no/almost no healing on any job and expect to get any rewards , if you have been in the match since the start, and haven't DCed.The real problem with frontlines is that people are only queueing into it for the experience/tomes. I would also add a message when zoning in (which could be disabled) explaining the above, plus a reminder than experience increases if you win - since many people seem unaware of that.
