There are different reasons why players (especially from different worlds) play together. For example, because they are in different FCs. Or because they can't change worlds, for example, because they would lose the house.

I am in such a CWLS. As the first one was already full, I was able to join the second one. This means I can't communicate with the players from the first one. Even though we enjoy playing together, we end up being separated. Only a few people are in both and have to take over the communication between the two from time to time.

I can only explain the fact that the limit has not been increased to date by the fact that there may not be so many CWLS that are full. Otherwise I can't explain why SE hasn't increased the limit.
