That's not really true. They may not own the problem, but they pay a service to the company that does. NTT or AT&T is at the heart of the problem. SE pays NTT. NTT pays AT&T. Someone has a contract with SLOs that are breaching during this. I assure you there is influence that can be wielded here. SE should do that. And it would be nice if they acknowledged the problem because the user base has done a lot of the troubleshooting for them. I'd kill to have someone give me this much information on a tech problem.
