It depends on class match up and case by case scenarios, but generally speaking you jump in on someone who is out of position chasing because that's a freebee.And one more thing. What do you do when you see someone on your team being hunted? Under what circumstances do you help to be saved or leave to die? Cases of outright stupidity are not taken into account. I usually try to help if someone is targeting a second caster, ranged, or healer, unless I need to push the crystal, to protect the crystal spot or whoever is pushing it.
Yes it's true. Usually this is what happens, so they watch me, and I watch them and have to literally have eyes on my back. In the end, this is a game of who will take whom by surprise.
I noticed that some players prefer to play for themselves. That is, they do not understand the direct benefit of the fact that everyone is alive. This, I think, is the other side of stupidly diving into the crowd without waiting for the allies to respawn. I can count on my fingers the cases when someone tried to help me, and these cases just happened more often in the rankings, you're right.People need to help. Even at crystal level people don't always do it (esp the hotshot melees that can't give a crap about their backline), and it's crippling. Helping an ally not only can suddenly punish hunters/chasers/harassers hard for being too cocky, which can result in a death and a loss for the opposing team for little gain, but it's also psychological, and on top of it throws the harasser into being confused and not sure what to do next. It deters them from further doing it, which leaves more breathing room for your ranged players and peels the raiders off their hides. Also it builds team cohesion even if just for a game only.
Usually, when retreating, I at least try to catch a particularly dangerous pursuer in order to let my party member get away. If, of course, I have the opportunity and time. But several times I observed that, seeing that the enemy was in a stun, they attacked them, instead of running away, and died. But this is from a series of simple mistakes.The only times where I don't always do it, especially as a non healer, is when retreating and you have the whole enemy blob on your ass. Staying a little back to help somebody that's probably going to get rolled over anyway, is usually fruitless, and I've died way too many times for being too nice with that.
All of this is almost complete roulette, with the exception of players that you know and have already seen in action.
I've used people hunting me to my teams advantage many times.

i usually just kite them around pillars near the fighting and drop the AOEs on the clump while they waste their time trying to kill me. its usually a monk or ninja. about as annoying as a fly buzzing around
I love it when they chase me around. All the more fun for me to knock them back into traps, lead them around the map letting them provide no value to their team. I'd like to think the majority of people who chase aren't the type of players who know how to use their class rotation anyhow, and hardly end up being anything more then a minor nuissance. Worst case just wait a minute and reque or change jobs, they'll be out of your queue rotation.
Tbh it's more than just that. I've played monk which I don't even main, it's incredibly easy to jump on a support or range when you're not sustaining fire, have guard/purify ready, pop the LB combo which literally takes 5s, then get away with it. There is almost no counter to it, except a very reactive healer on their side, unless your target is that healer anyway.
There is also a big difference to be made between two specific cases, the one where we're talking about lonewolf chasers that think they're hot stuff and prey on the inexperienced ranged, and chasers that are running rampant behind your lines because your team is outclassed hard and the pressure is such that your frontline is just unable to prevent anything going through leaving them unpunished. When the latter happens, it's just gg.
