Until you've been in a group and not gotten the drops you need for 5-6 weeks straight, you have no right to comment on the savage loot changes. None.
With respect, no, not the case, I dont raid either ( well not in FF 14 in any case, I used to ) but its sorta not your call to tell others if they are "qualified" to comment or not.
