I think he's planning on it - it will provide weeks of more content for posts about how disappointing the game is to him.
I am hoping for at least addressing V&C dungeons and their lack of good rewards and replay value. Also I am not sure why anyone would be saying there will be zero changes and you are setting yourself up for disappointment when last live letter for this patch gave us the news Island Sanctuary will now have outdoor furnishings available so you can customize it, which was a major complaint I saw across the internet. I am very curious if there is a change the V&C rewards structure with Mount Rokkan coming.
There's expecting changes, and there's expecting the extent of changes that the OP regularly requests and which amount to transforming this game into a different game entirely.
We are not going to get the second variety of changes.

We lost that game to loporrits, Hermes, cookie clicker zones, and other dead on arrival content. So yes I absolutely would much rather have the game we had before compared to what we have now.

We also always had secondary villains ... not sure what your complaint about Hermes but I actually liked the character more than other secondary antagonists we've seen.
Cookie cutter zones? We've had more zone variety at least environmentally than other expansions (HW/StB) where all the zones were 1 or 2 general themes. Elsewise the approach to zones is no different than the past when you claimed you liked XIV.

People found the peaks and lochs boring. Same with fringes. "it's just Thanalan again, all desert"
The Bozjan Southern Front was panned because it was "brown and boring" despite it looking exactly like a war zone should. It's reminiscent of what WWI battlefields looked like after the massive amounts of shelling and poison gasses were expended.

I think anyone expecting more then just a general pre-patch examination akin to the many we have had before is gonna be disappointed. Well, I doubt the OP will be disappointed because it will give then another chance to make a thread akin to this accusing the game of I dunno, being mean to them in particular. They have certinly not run out of froum content in that regard!
It would be nice if they comment on how thing like varient dungeons/IS ect will be improved, but chances are they are never gonna say 'sorry' for EW in the way some people think they should. It seems like some people will not be happy until Yoshi-P spends three hours crying in apology, personally deleting EW from the servers and declaring fan fiction canon... believe it or not, they are likely happy with how much of it went.
I remember the complaints Bozja got. The idea that pre-EW was perfect or lacking of any criticism seems to be a bit disingenuous. The scales may change but no past expansion was perfect, and none in the future will be.Diadem
