But generally, yes it's going to be someone reporting the player that triggers the activity review.
Never said or believed it requires player reports for them to act, merely to "react" unless they just happen to be there in place. So in a lot of cases, the attention is gained from player reports, which have a greater impact to ensure someone is being punished simply by being found.

My main concern is, if people run weird things, why in open places where people will frequently hang out on? Like they are shooting themselves in the foot by gaining attention, especially with the ever increasing hatred to 3rd party tools beyond the scope of TOS rulings, thanks to various bad actors just taking things too far.
