It is my opinion that at the very least, every dps and tank job needs their 123 for both ST and AoE by level 15 at the latest or so.

In fact, were it up to me, I'd shift like 80 to 90% of the abilities gained from 1 to 90 to the 50-60 mark rather than drawing it out. Will it make later levels feel less rewarding? Maybe. But it would alleviate a lot of the issues re: early gameplay being seen as exceedingly boring. It'd also up the ante on the learning curve, forcing people to adapt quicker.
