lavender beds access issue?

hi there! i just leveled an alt to 5 to start unlocking the starting city residential districts, and i'm having a weird issue with the lavender beds.

margeria doesn't have 'where the heart is (lavender beds)' available, but i can't have started the quest already because i only just reached level 5. i can access the lavender beds from the ferry in the central shroud, but there's no serpent officer with a quest marker at the docks and i can't take the ferry to or from gridania.

i'm not sure how this happened. any ideas for a fix?
