Just a quick synthesis of this tells me that SE is subtly trying to revamp older content/provide possibly backlogged updates maybe ?
If so, it's not a bad thing either. Revamping older content/updating systems is important.

This is just outright false. Just because its content you don't like doesn't mean the game hasn't been releasing content. By the numbers EW has released the same amount of content as ShB did at this point in the life cycle of the expansion.
