Not at all. There are a good number of outfits in this game where I prefer (or equally like) the male version of a varied design, or prefer how a unisex piece looks on a male character to a female character.
Because pirates like their booty?
In all seriousness, however: what you're seeing is the perceived preferences by "The Majority". It's not always agreeable with our own tastes in wardrobe. I'm a sarong guy myself, so I like having that extra bit of swimwear; plus I like wearing short shorts (as a guy).
As far as the outfit pictured. I'd prefer the option for short shorts on the girl and running short length on the guy.
It's all subjective and all the more reason to give everyone the option to choose what they prefer.![]()
Bumping with another example. I'd love to use that male tanking set, and if a dude wants to use the frilly saloon dress, why shouldn't he? I use it on MCH sometimes, it's great!

Not making them basically the other way around, the dresses for the guys and the pants for the ladies, when they reintroduced the Neo-Ishgardian gear as crafteable EW gear was such a missed opportunity. (I know a guy playing a male character who would love to be able to wear that saloon dress. And I would be very happy if I could use the vest-shirt thing from the Roe on the left with some sturdy pants on my catgirl.)

The answer to why it's not a thing is likely the mundane problem of development time.
They have to develop a male and female version already, but having each of those also fitted to the gender they weren't initially designed for doubles(or increases) development time for artists.
It's also going to add to the game's file size as you'll need new models for each - the textures at least could be recycled.
Retro-fitting all the existing gear would be an absolutely massive undertaking and they're likely budgeting dev time to expansions and patching instead. I think the best you'll see is a few popular pieces getting ported over as time allows if the art team is caught up on higher priority work.
There really aren't that many pieces of gear as a whole that have this problem, and I don't think it's that intensive to port them over. Many of the male items I've mentioned in this thread can be used on females right now if you don't mind breaking ToS.

And Dragoon's Wyrm/Drachen ARR artifact gear. I'm not against the exposed stomach on female, but having a fully protected version for female would be nice too (and obviously males getting an open stomach version of some kind.
