    Lulu was designed by Tetsuya Nomura, so I'm pretty sure you're right
    Though it seems he has stopped putting an insane amount of belts and zippers when looking at Gaia and Eden's Promise. But I'm not sure if I'd have loved seeing Eden with one thousand belts

    IIRC, it was partly that Nomura adds belts to everything and that he said Lulu was his favorite character for “reasons”, and partly that it was a joke/challenge to the modeling team and that he expected them to come back to him to redesign the character but they actually did it.
