Well, to be fair:
25k seal for promotion -- You do not loose this promotion and it enables you to continue with other GC quests and more ranks, plus all the privileges of being an Officer. I do not expect the next promotion to be 25k (a guess of 4-5k would be more reasonable).

25k for a weapon -- That's a lot, yes, but gosh those are good weapons! Let's take a few examples:
Mogstaff: Magic Accuracy +30, and magical Critical Hit Rating +15
Flame Lieutentant's Cudgel: Magic Accuracy +43, HP +70, MP -70, Earth Resistance +15

These two are on par, and I would say the cudgel is better (A 1-handed weapon versus 2, allowing you to use a shield for more stats). I have Mogstaff and I will use the Cudgel instead.

It's more fun with WHM stuff:
Ifrit's Cane: Attack Magic Potency +30, Fire Resistance +15
Malevolent Mogwand: Magic Accuracy +30, Magic Critical Hit Rating +15
Flame Lieutenant's Wand: Vitality +10, Healing Magic Potency +15 (Enhancement Magic Potency +7)

Even without the bonus Enhancement from 4 flame pieces, this wand is much better than Iffy or Moogle drops.

Even the Flame Lieutenant's Bow looks on par with the COMBINED stats of the Moogle And Ifrit bow:
Ifrit's Bow: Attack Power +30
Mischievous Mogbow: Accuracy +30
Flame Lieutentant's Bow: Attack Power +30, Accuracy +20


Yes, these weapons are so worth 25k, especially if you compare them to the time needed to get the drop from the Primal fights. People wanted a consistent way to make forward progress to an item. Well, 500-1000 seals (provided you do not loose the very easy caravan run) is a VERY guaranteed way forward to an item on par with Ifrit or Moogle.

Ask yourself, 30 Caravan runs for a guaranteed weapon of your choice, or 30 Ifrit/Moogle runs for.... ?
