The information you quote is correct as it is.

Since an Entry level subscription is limited to a max of eight characters per Data Center Region anyway, it is automatically impossible to have more than eight characters on a single world with such a subscription.
They could write the limitation as "A maximum of eight characters per Data Center Region can be created, with a maximum of eight characters per World", but it would be somewhat redundant.

For a Standard subscription the limit of characters per World is necessary to write out, since otherwise people might think they could create as many as 40 characters on a single World.
