Why no low-level nms?

What years are you guys referring to in XI's history? Prior to 2009 it was relatively easy to build or get invited to an XP party at just about every level range. IIRC, it was in 2009 (or close to it) that the lower level areas really started to slow down due to so much of the population being beyond them on classes that interested them and few new players coming in.

I feel like the misery in finding XP parties is over stated and that every area was pretty busy until mid 2008 at the earliest.
The Dunes usually had 5+ parties rolling at a time, Qufim usually had 5, the jungle would have 4 or 5, 3 in the Citadel, the Crawlers Nest would be packed, etc.

Packed being the key word here. If there are already 3 parties in the early 30s in the citadel, the mob repop rate doesn't really support an additional party, so then you have to wait until someone in the existing parties leaves, and hope that you're next in line. And then when you finally get in, the party might just disband after a 20-30 minutes anyway cause all the others have played for a long time and are getting tired too. And then you're in a situation where few people who are left say something like "well let's just head back to jeuno and regroup" and all that is easily a whole hour passed with a total of 15 minutes of actual killing.

There are plenty of low-level NMs and a few of them have decent gear for lower levels what are you guys talking about have you forgotten Queen Bolete? And Old Six Arms? Gtfo.
