Reusing assets from other games within the same franchise is a very, very common practice.
Reusing assets is common-place across a lot of industries. Example - most animated TV shows re-use the same animation scene over and over again, most games re-use the same body/head models/textures, design companies use the same assets in multiple designs, etc.
It's done to reduce costs and time involved in re-creating what effectively is the exact same thing they already have elsewhere.
I wouldn't say FFXIV has all completely original models and assets either - many of the enemies (including the models) can be found in previous FF games - some of the models are pretty much identical to their FFXI versions (just increased poly-counts and an improved texture).

I'm no game dev, but if I could get away with re-using stuff from a previous iteration of the game rather than having to build them entirely from scratch, I'd do so. I'd bet it saves on so much Dev time.
So serious response. I think this is true but it really depends on what's being presented in the game, and just how good the game itself is in general.
So there's nothing to really judge, because you can't really judge whether or not the reused materials are fitting(or are tweaked enough to be fitting) or if they're immersion breaking or anything like that. Also, if there's a lot of content in the game then it's worth it to have reused assets appearing at different points.
The game isn't even out yet so there's no way to actually judge any of that right now.
