Farming maps in order to do map runs. And no there wasn't always an 18 hour cooldown. There was a time when you could farm a map, decipher it and farm another one, put it in saddlebag and farm another for inventory. The cooldown started during the Ophio skin maps launch

No. Collecting always had a cool down. What you are describing is how many you can hold on your person. 1 currently in use, one in inventory, one per chocobo bag ( 2 if you have the tombstone app thingy ), one per retainer.
