You might say you see the problems, but I don't think you fully understand the amount of work required. This is even before all other issues.
As a thought experiment, how quickly would you imagine it would take to get 1 job done? I would put a very optimistic timescale of 1 job per major patch, meaning, it would take 4 expansions worth to get the current jobs into that state. Then, you have the question of, which jobs do you focus on first?
All this to, once again, point out that it would be a logistical nightmare.
Being pedantic, they are playable. However, what is your definition of 'playable'?

PLD, SAM, NIN, SMN and MNK have all received changes, either at the launch of or subsequent patches in EW, alongside RPR and SGE being released so already a good 1/3 of the jobs have been accounted for.As a thought experiment, how quickly would you imagine it would take to get 1 job done? Sounds like it would take maybe 2 expansions at best to accomplish this and 7.0 is probably less than a year away with DRG and AST reworks already slated for release so it doesn't seem as nightmarish as you imply.
But that is only part of the balance changes the OP wants. The whole thing being that you should be able to use your level 90 kit at any other level, including Sastasha. In your list, SAM, NIN and MNK are balanced around the 90 kit, as they did not significantly change the low level experience. SMN and PLD were changed more severely, however, they still built them with the idea that you would be losing things if you down synced, so they are balanced at each point based on the kit they have at that level. A much easier task than balancing every level with every other.
DRG and AST will also be changed in the same vein as PLD and SMN, ie. changed to account for loss of kit at lower levels, which, again, makes it much easier to balance.
