why the devs take the lazy way out on low lvl content scaling?

Yes, ignore every concern everyone has, slap a long timeframe on it (~2 -3 years in this case) and say, yup, that is all that is needed. No. Sorry to burst your bubble, but again, it isn't going to happen. Ignoring all the other issues, who is going to work on it? the battle devs? They are busy balancing current jobs, working on the new actions for 7.0, balancing that, reworking DRG and AST etc. whilst also working on balancing the encounters to jobs and their kits/stats. So, at the moment, realistically, a lot of their time is already taken up, which means less to go towards you little fantasy. So really, the earliest they can realistically start is after expansion launch, however, at that time, they are looking at job performance and adjusting ready for the savage encounter and making the last few bits of prep for that. Just with that alone, we have reduced your 2-3 year plan to 4-12 months and even in those 4-12 months, they still have to work on new content, who knows about a new deep dungeon/exploration zone along with other potential changes to jobs that might come down the line and even now, looking at 8.0.

Even just looking at Dev time, it is not feasible and not cost effective to do when there is already a perfectly good system in place and remember, this has not even touched upon the various issues that would come with such a concept that you keep choosing to ignore.

the same people that do balance now do it then as well. as well why you care what devs do what? do SE care how you get the money to pay for the game?
how i ignore the concern when no one bring anything real. saying "well it be long and hard so don't do it" is not a concern .
in the system we get now what is the point of leveling up when in 90% of the game you wont have a way to use the skills from leveling up?
