And the sadest part would be I don't know if I should feel sad about the system or the players?Because the OP's idea refers to a set number of reports initiating an automatic activation of a system, which is something that can be easily abused and has immediate results. Take for example New World's hilarious drama about entire guilds mass reporting enemy players during PVP to instantly get them temp banned and thus, removed from the fight. The tactic was so overpowered that PVP devolved into report wars for a bit.
Like ... if this is how human like to game, I think playing with braindead AI would be more fun.
