Aside of getting over the previous assumption they would be focusing on each of the original three city-states, I don't see any particular reason to not go there either. This whole variant dungeon thing is framed as a sort of investigation agency thing, so evidently they have been petitioned by someone in Hingashi (assuming it is Hingashi and not Doma again) this time.

At this point, our "back yard" is all of Etheirys, and Hingashi is just as much a place that we have visited but not explored in depth.

That said, hopefully we are going there because there's a story worth telling and not just because they want to showcase their Japanese setting again.
According to one of the recent interviews the person we're to be exploring Mount Rokkon is to be a certain Hingashi Lord. Which should rule out Hien and Gosetsu as they're both Doman. I'm not sure how many would label Hancock as a Hingashi Lord. The only lord we know is the Soy Sauce heir. Who many don't see in a positive light. Then there's the bakufu of Kugane who I don't think we have ever seen. Not sure of the title of the guy who's in charge of the coliseum we got introduced to Gogo at. Or that they'd pull from Blue Mage for a familiar face.

I'd hope it would have story if we're to be collecting information like we did this last time.
