This is ABSOLUTELY untrue.

Heart of Darkness was a novel that criticized colonialism and was written in 1899. The burning of the Library of Alexandria in 48 BC means that books were written that incensed people to want to destroy them. People OBVIOUSLY cared about "political books" since literally thousands of years ago.
