Why is it ok to hold people hostage?

I'm writing this because I've always heard about it, but it never happened to me until now. I was doing roulettes, the level 50-60-70-80 dungeons and we get Grand Cosmos. I'm leveling dragoon and in the team we have a level 90 gunbreaker, level 90 astrologian and a 81 level sprout dancer doing this to proceed with MSQ. We reach the final boss all good, and then the astrologian for some reason refuses to engage with any mechanic of the boss. We wipe 3 times in a row because he died instantly and couldn't heal the tank and us from the AOE's and the fires.

I and the gunbreaker explained all the mechanics to him, he said "Ok" and dies immediately again on next pull. I check his search info to see if he is a new player and I notice he has 3 classes levelled to level 90 and multiple others at various levels ranging 60-80.

I believe he was trolling, the sprout understood the mechanics from the first pull because we told him pre-pull, but a level 90 player with multiple classes can't do a single one? We wiped 5+ times in a row because he couldn't survive the first one and because we had no Warrior the tank couldn't heal me or himself to solo.

What are you supposed to do in this case? We vote kicked him after 6 wipes in a row and because he is a healer we waited so long to get a new one that we decided to just abandon duty all together. I just felt sad for the sprout dps that had to wait again in queue because some person just couldn't be bothered to engage with the mechanics. I was afraid to even say anything to him aside from explaining mechanics because I knew I would get reported for being "toxic".

You did what you're supposed to by kicking them. Unless they started insulting everyone or directly saying they're dying on purpose then idk if anything further than that could have been done.

It's not ok that's why you can kick and blacklist them. Between millions of players there will always be some odd ones you will encounter here and there.

Blacklist does not prevent getting them in dutyfinder again. A lot of people blacklisted me, and I still seeing them in duties.

Your first mistake was not booting them after the third wipe.

This doesn't prevent you from encountering them in duty finder content. Hell, they can still join the same PF as you (assuming you weren't the one who put up the listing). In reality this game enables terrible play.

I understand your frustration but ... what part of the story tells you "it is ok to hold people hostage"? Unluckily running into troll is part of the internet life, you can deal with it, but you can't be immune from it unfortunately.

The alternative to holding people hostage would be to just off them outright.

Jokes aside, this is also why, if I'm queuing into any instance as a non-healer, I go on my PLD or SMN so I can carry to an extent.

The tank told me after, I will quote him exactly:

Healer got kicked
Tank: "Ok..."
Me: "He had level 90 characters"
Tank: "And? having level 90 characters doesnt automatically make you good especially on this one ^^"

It's obvious that people enable this behaviour. That's why I asked, why it's ok.

Uh ... I don't think the tank meant what you think it's meant. I'm guessing the tank probably is not interpreting your comment the way you think you do either. Looking at that snippet I can "guess" like 3 different things either of you could mean, and you maybe just completely missing each other mark. Either way I don't see anything that would constitute as "enabler", especially NOT on the "hold people hostage" charge, and certainly not obvious.
