Advanced Melding percentage wrong?

Class/Level: Culinarian, but actually all the Crafters
Party or solo: solo
In-game time: 10:45
Area and coordinates: Any area
Housing: -
Steps:
1. Opening the character window
2. Right clicking on the "Indagator's Bracelet of Crafting"
3. Selecting Meld to advance meld the third slot
4. Selecting Craftsman's Command Materia IX, but the success percentage is only 6% instead of 10%
*Add more steps if necessary

The Bracelet has already 2 materia melded:
1. Craftsman's Competence Materia X (control +18)
2. Craftsman's Cunning Materia X (CP +10)

I would like to meld "Craftsman's Command Materia IX" on the third slot.
Any other accessory had the expected percentages: X - 100%, X - 17%, IX - 10%, VII - 7% and VII - 5%
For some reason I can't understand, this one has different percentages.

Is the Bracelet of Crafting HQ? The quality determines the success rate of your melding. I had this issue with the last tier's crafting set, and that's how I solved it--my gear was actually only NQ and I hadn't realized.
