Yup.
You need to realize that this issue isn't about the time devs have or don't have to implement the specific filters being asked for. This is about you playing and mmo, and players doing what players do. You and/or the OP are in an occupied zone where players are free to craft as they please. If this is bothersome to you, it is within your power to either utilize the options to reduce the noise, or move to an area that is less occupied.
If this is an issue for you and others, how do you handle everyday things like traffic, construction zones, a vacuum cleaner, or other noise disturbances you have no control over? Just imagine if life had the luxury of a mute button. How grand would that be? In an mmo you have that luxury, and I strongly suggest you take advantage of it. If you don't want to mute the entire game, then either deal with it, or use the other options available to you.
I rather not mute other aspects of the game, like emotes, etc, because those noises make me feel like a part of the world. So I would like to mute crafting sounds specifically. I also have no issues with material melding sounds.
This is how bad it's gotten. When people complain about people who they can literally walk away from.... If they are crafting they can't move. Just go somewhere else.
Flip this argument on its head for a sec. For me, the "nails on a chalkboard" noises are the desynthing or materia removal sounds. There are people who will do mass desynth or materia removal right by the scrip npc in limsa where plenty of people are stuck crafting, and unable to move. They're perfectly capable of walking away and going to unpopulated areas before they desynth stuff for like 5 minutes straight, and they choose not to. It shouldn't always be on the person having the problem to resolve. Sometimes it falls to the person creating the problem, if the problem is easier to solve on their end. (And I say this as someone who has more than once packed up my crafting and moved elsewhere to get away.)
The point is that it would be easier to just have a way to selectively control background sounds to tailor your personal game experience without it overly inconveniencing you OR the other person. And in the absence of that, it would be cool of people to endeavor to just be somewhat mindful of the players around them. No different from the established etiquette to turn off your emote notifications so you don't spam chat.

Crafting Sounds intensify
I wish we could mute those sound effects even for us x_x
Like, they changed the GNB sound effects, but they haven't done anything about the constant "CLANG CLANG CLANG!" with ARM and BSM. Usually metalworkers have their own offices and worshops for several reasons, one of which is the noise: things get really loud. And this I speak from direct experience with a family member.
Also, Square Enix has never seen a spinning wheel before. Wheels don't make a sound that loud nor that grindy. The sounds are usually a bit more quiet. More often than not what you hear is either a constant beat as you press the pedal to make the wheel spin faster, or depending on the model, the wheel tumbling (not grinding) and the thread getting coiled around the spindles making a "krrr" sound.
If your wheel makes the weird grindy noise FF14 spinning wheels make, please get a new one or put some oil in the poor thing.
Now we're complaining about crafter sounds around MARKETBOARDS.
Touch grass.
