    Even the patches themselves could have been planned out to be this way far ahead of their release dates due to them trying to leave wiggle room for any issues with FF16.
    I'm using Wikipedia, cause they've got some pretty decent sourcing from what I can tell

    Stormblood began full development in October 2016, released in June 2017.
    Shadowbringers was in planning/development from May 2017 up until it's release in July 2019.
    Endwalker was being actively developed from at least some time in October 2019 and was in full development by 2020, before it's final release in December 2021.

    That's 3 expansions (and their post release content) being developed from October 2016 to present.

    By contrast, FF16 was in concept planning from 2015 and full active development began shortly after Heavensward patch 3.4 release in September 2016 and is due to release this year


    This means that FF16 was and will be in active development from pre-Stormblood up until mid-Endwalker.
