Best part is, if you look at the census statistics for servers. Balmung's number of characters on server is less than half of most other NA servers. Yet we're the ones constantly being locked. Logic at its finest; tbh its probably all the visitors causing us to get locked...

Which census and which statistic are you looking at?

If you're looking at XIVCensus characters created for all time, Balmung has half the characters because Balmung has been locked as Congested half the time since the game was "reborn". Harder to have a character on Balmung when characters usually can't be created there.

Lucky Bancho's census is more accurate (though not completely accurate) because it's filtered to characters over level 60 that had changes appear in their Lodestone profiles since the last Lucky Bancho census (indicating they've been active in that time period).

Current active population over level 60 is Column N. So no surprise, Mateus and Balmung are on top (they tend to trade top spot). Both are currently locked for Congestion. Top 3 on Aether match the 3 Aether worlds currently locked for Congestion. Top Primal world is also locked for Congestion (not sure what prompted SE to lock Behemoth - sudden population surge maybe?).
