Literally any. All the wanderers and travelers are the ones who are spouting the nonsense. Most venues that may or may not have whatever you're looking for are on Aether and Primal. Yeah, there's some on Balmung but most aren't even on Balmung, we just have the unfortunate "haha erp" reputation from people thinking regular tavern "hey where are you from" rp is erp.

This, a majority of the weird people I see putting garbage nonsense in Ul'dah's shout chat are not from Balmung, same with all the people running around in Ul'dah. Nearly every "courtesan/brothel" or whatever else weird ERP venue I see put in shout chat isn't on Balmung either, and there's an increasingly large amount of them advertised that aren't even on Crystal anymore. Not that I'm knocking people who enjoy that, but in my experience most people on Balmung tend to not be involved in RP stuff; my entire FC doesn't have a single person who RPs or has RP stuff in their search info.

You do not need to be on Balmung to "partake" in that kind of thing, since a majority of the people who play on our server for that aren't from there to begin with.

Best part is, if you look at the census statistics for servers. Balmung's number of characters on server is less than half of most other NA servers. Yet we're the ones constantly being locked. Logic at its finest; tbh its probably all the visitors causing us to get locked...

Which census and which statistic are you looking at?

If you're looking at XIVCensus characters created for all time, Balmung has half the characters because Balmung has been locked as Congested half the time since the game was "reborn". Harder to have a character on Balmung when characters usually can't be created there.

Lucky Bancho's census is more accurate (though not completely accurate) because it's filtered to characters over level 60 that had changes appear in their Lodestone profiles since the last Lucky Bancho census (indicating they've been active in that time period).

Current active population over level 60 is Column N. So no surprise, Mateus and Balmung are on top (they tend to trade top spot). Both are currently locked for Congestion. Top 3 on Aether match the 3 Aether worlds currently locked for Congestion. Top Primal world is also locked for Congestion (not sure what prompted SE to lock Behemoth - sudden population surge maybe?).
