No, it only passed in the Senate, the house failed to decide which time we would stay on, so it never got signed into law. We're stuck with it for now.
Personally wish they'd just have us fall back and stay there. Springing forward causes a lot more problems due to people freaking out, losing sleep, and throws everything out of whack. Nobody likes losing sleep, ever.
