Website Bug: Halicarnassus Not Available in World Transfer List?

I was trying to do a home world transfer but noticed Halicarnassus isn't available in the list despite being a new world with character creation available. The list is in Alphabetical order but the only "H" world available is Hyperion. Is this is an accidental error or somehow intentional? I've checked MogStation several times and still can't find any answers.

There's a mention somewhere in the instructions that you need to have viewed the destination world via the world select menu in the game, before it will show up on the transfer list.

Less certainly, I have in mind that that you may additionally need to click the "create new character" button once you've gotten on the correct world/DC. You definitely don't need to actually create a character, just open the window and close it again. (If I'm not imagining this whole step.)
