Because for anybody who wasn't in 1.0, the first grind was GETTING the relic weapon's base form, which has stayed the same for every expansion. So the 2nd step is always upgrading the relic the first time. I don't even consider the Antiquated the first step for Eurekan Weapons simply because you got them from the job quest, that's not really a grind or anything. So I consider the first form you get from Anemos to be the first step. The second step is upgrading them to their Anemos form.
Except the entire concept of the "Saga of the Zodiac Weapons" didn't even exist in 2.0. Applying the Thavnairian Mists didn't even change the name of the relic, it simply added a +1. For example, Gae Bolg +1.
The upgrade from Antiquated to Anemos is the entire first step. I can't tell if you're serious if you're actually breaking up the Anemos Weapons into each of the steps, especially considering it goes from Antiquated -> Base (100 Protean Crystals) -> Base +1 (400 Protean Crystals) -> Base +2 (800 Protean Crystals) -> Anemos (3x Pazuzu Feather).I don't even consider the Antiquated the first step for Eurekan Weapons simply because you got them from the job quest, that's not really a grind or anything. If ignoring the Antiquated step, the Pagos step would be the second one.
I think you're just trying to be technical and semantic. When most people talk about 2.0 relic they refer to every step that are in 2.0. A 2.0 relic is a 2.0 relic.
And it added a glow to the first base model, which is literally every single 2nd step does.For example, Gae Bolg +1.
They changed that years ago, which is why I consider the Zenith step the 2nd step.

The tomestones aren't worth much if you aren't a crafter at this point so they get used up.
People always complain, "You don't like it what would you do?" I think it would have been a good idea to make them class solo quests. Tweak the wording a bit have a fight or two with NPCs and upgrade. No grind, no lazy design, and no future dead/hard content.
Because I'm a rather casual player with limited gametime who also plays several other games, one of which (Destiny 2) just launched an entire new expansion and is currently my "main" game while I enjoy playing thru that. When I come back around to FFXIV in a bit, this is a nice convenient step that'll let me pick up a couple relic weapons while doing basically whatever I want (read: enjoy most) in the game. Artificially long grinds aren't necessarily a good thing in my view.(I swear to God this isn't a troll thread)
Why?
I'm pretty baffled that some players are defending the implementation of this step, and I want to get your reasoning for it. Is it because it isn't a grind that is set in stone (e.g run x raid y amount of times)? Does the step being the same as the first one not bother you? Do you not mind it, but wish it was somehow different? I just want to know/understand.
I know that the forum's cluttered with the topic, but I figured that a thread specifically for this question wouldn't (hopefully) instantly devolve into flame wars and name calling.
Also, if your goal is to avoid a flame war, starting with "how in the world could anyone possibly like this?" seems either a brain-fart at best or disingenuous at worst.
I don't dislike it. For the ARR relics you use Tomestones and Grand company credits to buy items to upgrade it. You just have less items to buy on these relics so far.

I meant every single word. I thought that this step being identical to the previous one would be pretty much unanimously disliked, and I was surprised that it wasn't. Being puzzled isn't the same as being disingenuous, come on dude
