Tinfoil hat conspiracy theory: Maybe they originally had this step planned to involve Variant dungeons, but the participation numbers weren't promising. So at the last minute they decided to just copy paste the prior step.

Would be actually hilarious... No one does variant/criterion dungeons because SE didn't add any rewards or reason to do them. SE uses that as the reason to not add a reward or reason to run variant/criterion dungeons.
