Doesn't take much overall effort to set an arbitrary requirement for relic hand-ins using the pre-existing content, if you think otherwise then you're woefully kidding yourself. They could have set this to complete 100 FATEs per complementary chondrite, similarly, they could have set this to 2000 arbitrary tome per relic, which could have been any tome. Hardly requires much more 'effort' from their end.
