If they are going to only stay subbed for [CURRENT RAID TIER] then the game won't have much to offer for them since there is a ton of grind outside of the current tier fights. That said, I wouldn't mind them changing some of the loot rules.

They already have proof that it would be a good change. PF was incredibly active for many months, people had all the time in the world to practice alt classes, farm gear for them and go for logs and they did it.
But having savage unlock only a few weeks before the next tier is demotivating since you barely have any time to actually use that gear. If anything, I believe it would be an incentive for people who mainly sub for raiding to be more active since they can enjoy playing alt classes to the fullest.
The tome cap should also be increased, and current tomes should be easier to obtain as well. The fact that it stays at 450 throughout the entire odd patch cycle is hilarious
Unlocking Abyssos now would give my static the ability to clear, then jump straight back in for reclears, get everyone their loot, and enjoy a small break from Savage raiding before 6.4. Abyssos Savage has burned out a couple of our members, and I know others want to jump into progging Ultimate Raids, but feel they'd be too stressed doing both at the same time.
honestly they can start by making upgrade/weapon mats cost only 2 books instead of 4. Sometimes, your bis is mostly tomes and I don't want to choose between a raid gear or upgrade mats. In one month of raiding you can upgrade you body and legs to max ilvl as long as you clear the third floor. Currently you need to do two months to achieve the same result (assuming you only use books to get twine).
Though ultimately it is down to business. How many MAU's can the keep while giving the absolute bare minimum. Its also why they keep releasing mogshop items that cannot be dyed, gender locked, one-piece, and over-priced but ppl keep paying so carry-on.
So many aspects of the game are locked behind daily/weekly rewards. I don't see why savage would be different.
If SE is going to take content that can be:
- completed on your own schedule
- with no exp penalty for wipes
- no need to farm other content to "spawn" the boss
- no need to compete with other raid groups to claim it
... and make it unrestricted, then they would need to balance it by making it only drop 1-2 pieces per run. Total. Randomize the entire loot table. No more weekly tokens either.

I think you're misunderstanding what people want.., they want a better variable on when things become available.., and for it to make sense content wise.
Which so far has had more recent evidence to increase player activity for that content..,

It was very active because there was a mass exodus of wow refugess moving to ffxiv back then.
That's exactly why one of the newer members in our FC dropped Savage by m3s. They wanted to play everything. They haven't logged in for months now specifically because of the lockout limiting their alt jobs' viability in raids.It should be unlocked when the Ultimate comes out, to let people easily farm their Ultimate BiS, more things shoud give Savage ilvl equivalent as well to let people catch up in gear to let people still play in PFs since the minimum acceptable ilvl in PF keeps going up as the patches go on, even when it really doesn't matter.
Let everyone catch up easily to the Savage item level on odd patches, unlock Savage loot, Unlock Alliance Raid loot faster, make tomes easier to get.
Counter to what people say about needing people to stay subbed longer to grind out gear, I feel more bored and less likely to keep playing when I can only gear 1-2 roles and play those in endgame content. If I could gear every role and play to try them in endgame, I'd play for a lot longer.
There's also the case that happens pretty frequently where I'd love to do some PF content but the only slots available are for roles I don't have geared enough to meet the minimum ilvl, so I just pass and don't play. If I could actually have those all geared up enough to participate in Extremes or Savages, I'd swap over to Melee or Tank to try those out and play for a lot longer.
