Melding success rate is not being honored by the algorithm

I have 178 recorded melding attempts so far and current total success rate is 10% when the expectation rate is claimed to be 17% for these attempts. It has steadily been declining since the 35th attempt. The algorithm requires tuning.

First time overmelding? Each meld simply has a 17% chance to succeed. There's always the chance of getting (extremely) unlucky.

The thing is, when you succeed you're done counting. You're not going to unmeld and try again.
So unless you wanna do that and continue to attempt thousands upon thousands of times, you will likely not see results close to the expected value. But as your attempts increase your results' accuracy.
