If a problem can be solved by itself through time, then they wont give it any resources or attention to solve it earlier. They'll just wait and see, hear, feel and think... '-'I understand the waiting and being patient and once Yoshi is done with XVI he can dedicate more of his time back to this. I was just trying to ballpark a short-term solution maybe not considered but it is true as someone previous pointed there's not much carrot on a stick to incentivize players to stay, higher mount drop % I fear would have the inverse effect where anyone wanting a mount would just DC transfer here till where they left suffered similar fate.
