This is the issue. Those of us that love the game for housing and mainly play for that feature, because of its uniqueness, feel completely cast aside when it comes to content. Imagine entering a certain raid was completely RNG and you had to shell out gil for the privilege; the community would be up in arms.

I don't think this kind of system is possible in the old engine FF14 runs on, they can't even give us vertical placement of furniture and housing items have collision hitboxes so you can't float a rug only a few centimeter above the floor without it falling back down, tabletop items snap to what ever surface is below them, and many more issues.

Its budget is probably tiny. They have to keep changing the color and size of enemies to fill gaps in the roadmap. When they actually put together a fight that requires a lot of resources to build, the game's potential is shown.

Dark Falz Aegis released recently, has a lot of distinct phases and mechanics. You start out using cannons that fire a barrage of missiles. Then you get sucked into a fight on a ring platform, have to fight its hands and dodge lasers. Then floor is like lava and you hurl rock things from platforms. Then disrupt its ultimate attack by intercepting these energy ball things it draws in.

So I say the game has potential but the catch is service games can't get better if people ignore them until they are better because the budget will never be there. Most of the problem is too much low effort padding due to lack of resources, but there's no excuse for the story to be that terrible, that's on them.

The creative space seen above will be an additional of huge value to the game. It has so much freedom that you could imagine people spending hours building really interesting things that get the game some viral attention. User created content is perfect to fill the big gaps between meaningful updates.
