In for Garuda Awakening - Quest broken - Unable to attune to aetheryte at Natalan

Steps:
1. Start relic quest "A Relic Reborn (Omnilex)".
2. Complete steps up through obtaining a White Hot Ember by defeating Ifrit in "Bowl of Embers (Hard)" as a Scholar.
3. Here's where it gets hazy. I don't remember if I talked to Papalymo to get the "In for Garuda Awakening" quest, in fact I think I might have done the MSQ that moved the Scions from Waking Sands to Mor Dhana after step 2. And then tried to pick it up again later. I have completed "Bowl of Embers (Hard)" a couple times and I do have a "White-Hot Ember" listed in my quest inventory.
4. Go to Mor Dhana - talk to Paplymo - no quest.
5. Speak to Vorsaile Heuloix at the Adders' Nest in New Gridania - no quest action.
6. Go to Natalan - note that the quest marker is placed directly over the aetheryte, but the aetheryte cannot be chosen or interacted with in any way.
7. Open the Duty Finder and note that no entry for "Howling Eye (Hard)" is present.
8. Open Journal and note that there is no "In for Garuda Awakening" entry on search, and that the relic quest says you should be able to access "Howling Eye (Hard)" as the next step.

Description
You have extinguished the Lord of the Inferno and obtained a white-hot ember. Next, take on Garuda in the Howling Eye (Hard) and defeat her to obtain a howling gale.
* The Howling Eye (Hard) can be accessed via the Duty Finder.
* This objective must be completed as a Scholar.

This is extremely frustrating. My MSQ is completely blocked now until I complete "The Howling Eye (Hard)". Is there some way to restart this quest? Also, I am unable to respond to the last post I made for this which was just moved to "Not a bug" without confirming whether or not this was a bug.

The quest that unlocks The Howling Eye (Hard) is obtained inside the Waking Sands (no matter if the Scions have moved to Mor Dhona or not). You must have done Bowl of Embers (Hard) first, but it sounds like you have alreay done that.

The relic quests require you to do the trials, but they don't unlock it for you.

Same for the subsequent The Navel (Hard).

So you can see why, since I did successfully complete the "Bowl of Embers (Hard)" and obtained a "White Hot Ember", I think the quest is broken. When I walk into Waking Sands, there is no quest marker and Papalymo has nothing but a regular npc statement for me.
Also, the quest marker is located in Natalan, but nothing in that area can be selected other than myself and my minions. I have seen other characters walk up and attune, but when I stand where they stood, nothing.
This is why I am reporting it as broken. I was just going to skip it since my current weapon is already stronger than the relic, but now I see that it is a prerequisite of the "Good Intentions" MSQ, so unless someone can offer me a solution my last 57 levels for my main character have been entirely a waste. Like I said - frustrating.

Ohhhh! I see what you mean! I was thinking that if Papalymo was already in Mor Dhana he couldn't be in Waking Sands. Duh. Thanks for repeating the obvious.
