you need to make friends in-game to get your relic weapon. You'll never be able to do it solo. If you haven't made enough friends in-game, then honestly, you're doing it wrong.

All you need is a good group of 8 people who are after the same thing as you. Whether you get this from staticing,you ls, or just get lucky and join a PUG then you end up sticking it out with, this content requires 8 ppl. Also, you don't NEED a top 20 provisioner to get 60K+, it just makes it easier. But once you find 8 people who have the same goal as you (in this case, relic), you can all work together to craft/gather and provision so that you always have someone on the list.
