Incorrect symbols is displayed, when ukrainian keyboard layout is used in game chat

Steps:

1. Click on in-game chat input fled
2. Change the keyboard layout to Ukrainian
3. Start typing and use one of these symbols:
   • "і" (dec code 1110)
   • "є" (dec code 1108)
   • "ї" (dec code 1111)
   • "ґ" (dec code 1169)
   • "І" (dec code 1030)
   • "Є" (dec code 1028)
   • "Ї" (dec code 1031)
   • "Ґ" (dec code 1168)
4. all symbols will replace with another symbol (something like "equals sign")
5. also symbols replace in chat window

Confirm, bug is reproducing all the time in all text fields.
Can't normally use ukrainian layout in FC chat etc.
