im leveling fisher to level 90 from a completionist point of view. however seeing so many people on the ocean fishing boat already at level 90 i cant help but wonder why? why do people continue to fish when already at level 90?

Achievements and ez Scrip
Achievements? Titles? Mounts? Scrips? Enjoyment?
Fishing isn't for everyone but the community around it for the people who do enjoy it is vibrant and thriving.
People do em for easy White and Purple Gatherer scrips at max level as well as for getting all the achievement rewards that include minions and mounts
because i enjoy it, sometimes i like to find a spot then just cast away while waiting for duty finder
because fish fear me.
Also Ocean Fishing is not the same as Legendary Fish hunting - still working towards achievements, titles, and gaining scrips, but mechanically it's less intense and the priority is different (a quatity versus quality on simplest terms). Asking why someone is doing Ocean Fishing as a lvl 90 FSH is like asking why is someone on a lvl 90 combat job doing Alliance Raids.
Additional reason, because the Fabled fish at each stop can be a rather steep challenge that will typically take weeks to months to finally catch. Chasing them before level 80 (I think..?) incurs further penalties in the form of fewer catching opportunities due to longer bite times.
