That's not latency, that's how the game skill resolution is designed/programmed. I'm not defending it or condemning it here, just saying that abilities, be it in pve or pvp, have snapshot times (after the actual latency part where you send the data to the server and the servers "prepares" it), and then ability resolution delays for some effects, the most egregious being hallowed ground, benediction, and the usual culprits. If the server receives the activation, but you die before the ability resolution (often somewhat tied to a segment of the visual animation for those skills), then the skill is wasted and you don't benefit from the effect.
It’s a pity to be really honest. Because it means you can’t hold until the right moment but use in advance when you know it’s coming.

As an example, a paladin in WoW would use his bubble (see it has a fancy hallowed ground effect), with extremely low health and never in all my years I have witnessed any damage go through while it’s active. Could be the way the game is coded, the servers, I honestly can’t tell.

If FFXIV had a more responsive combat it would be great. But judging from how things go, won’t happen until the next FF MMO (so more than 10 years from now).
