Samurai - Fuka doesnt reduce Cast Time

Class/Level: Samurai
Steps:
1. Get Fuka buff
2. Expect to get a cast time reduction
3. Dont get cast time reduction, only recast time


Fuka states that it reduces the cast AND recast time.
But it only changes the recast time.

I tried to figure out if im wrong in this thread allready:

The lvl 74 trait might affect Iaijutsu but doesnt affect ogi namikiri.
That means ogi namikri should change from 1.30s to 1.131s after fuka is applied, wich it doesnt.
My final conclusion is that fuka doesnt apply the cast time reduction at all.

That it will affect cast time is mentioned at multiple positions:
- the buff itself
- the lvl 78 trait
